NATURE
OF WORK:
The Community Health Aide (CHA) provides acute, chronic, emergency and preventive medical health care to village residents under the direction of the medical doctors in Anchorage and according to the CHA/P Manual. The CHA-T level is a training classification for those who do not yet qualify as Community Health Aide I. The Community Health Aide III, IV and P is expected to operate independently within the guidelines of the CHA/P manual and their level of training. Since some of these positions are placed in remote villages, the CHA II, III, IV and P can be called upon at any time by residents to provide acute, chronic, emergency and preventive medical health care under the direction of the medical doctors in Anchorage and according to the CHA/P Manual. All services provided must be within the appropriate level of CHA training of the incumbent.

Takes responsibility for all work activities and personal actions by following through on commitments. This is the entry level position for those who wish to pursue careers in community health. The incumbent serves as an aide to other community health aides in the facility. The employee serves both as an office assistant and clinical aide, but this level does not perform direct clinical services for customer-owners. Ability to read and understand English. Ability to understand and follow instructions. Ability to learn and prepare for certification. Mathematical aptitude.
ADDITIONAL RESPONSIBILITIES FOR COMMUNITY HEALTH AIDE I: Meets all requirements of Community Health Aide Trainee in addition to the following: The CHA I and II levels apply to those who have successfully completed Levels I and/or II at a CHAP training center and qualify on that basis for their titles. Typical duties are:
Customer Care & Relationships: Assesses, treats and documents the care of customer-owners seeking health care for acute illness utilizing the Community Health Aide/Practitioner Manual with each customer-owner encounter. Consults with physician or designee as appropriate. Obtains a physician, or designee, order either verbally or through the use of standing orders for each treatment. Maintains current and signed standing orders with the designated physician. Refers and arranges transportation for customer-owners needing further treatment as appropriate. Assists in the development and implementation of customer-owner education plans regarding cause, treatment, prevention of illness and promotion of health by providing age appropriate instructions to customer-owners in accordance with the CHAM. Maintains customer-owner confidentiality at all times in accordance with SCF’s policies and procedures and in accordance with HIPAA laws and regulations. Abides by other policies, procedures and bylaws. Must have interest, sensitivity, and knowledge of Alaska Native life-styles. Demonstrated understanding of and sensitivity to culturally diverse customs and traditions impacting health care of customer-owner and family.
Communications & Teamwork: Communicate well in English both verbally and in writing.
Workforce Development, Skills, and Abilities: Maintains regular clinic hours for routine and/or non-emergency care. Provides emergency care as needed. Performs and interprets routine, specific laboratory test including, but not limited to, hemoglobin determination, pregnancy test, and dipstick urinalysis. Collects, processes and ships to appropriate laboratories for analysis, customer-owner specimens including blood, sputum, urine and stool. Inventories and maintains equipment. Ensures availability of drug stock supply, other supplies, and equipment by completing inventories of various medical items and submitting supply request. Completes quality control testing as indicated in the CHAM. Maintains records of emergency equipment inspections, biomedical repairs and requests for maintenance of unit facilities. Assists with keeping the customer-owner care environment clean, safe and organized. Prepares and submits monthly reports. Submits monthly customer-owner log. Works in coordination with physician to develop and implement a quality assurance program. Assists in monitoring quality of care. Assists in completing chart reviews on a regular basis. Provides and receives consistent feedback on the quality of care being delivered. Maintains clinic files and community health records. Knowledge of the requirement of practicing under a physician’s license. Ability to prepare and demonstrate written reports, mathematical and record keeping skills. Demonstrated ability to provide and maintain accurate documentation in the customer-owner health record.
ADDITIONAL RESPONSIBILITIES FOR COMMUNITY HEALTH AIDE II: Meets all requirements of Community Health Aide I in addition to the following:
Workforce Development, Skills, and Abilities: Demonstrated ability to learn the computer system, applying the knowledge to accurately schedule customer-owner appointments and test. Demonstrated ability to set up and maintain a wide variety of medical equipment and monitoring devices. Must be able to interpret these devices including deviations from normal values. Knowledge of 1974 Privacy Act is required as use of customer-owner record is an integral part of the position and privacy of individuals must be protected to the fullest. Ability to perform job with minimal supervision. Ability to maintain quality, safety and infection control standards.
ADDITIONAL RESPONSIBILITIES FOR COMMUNITY HEALTH AIDE III, IV, AND PRACTITIONER: Meets all requirements of Community Health Aide II in addition to the following:
Customer Care & Relationships: Proven interest, sensitivity, and knowledge of Alaska Native life-styles. Demonstrated understanding of and sensitivity to culturally diverse customs and traditions impacting health care of customer-owner and family.
Communications & Teamwork: Effective written and oral communication skills.
Workforce Development, Skills, and Abilities: Effective knowledge of the requirement of practicing under a physician’s license. Proven ability to prepare written reports and must have effective mathematical and record keeping skills. Demonstrated ability to provide and maintain accurate documentation in the customer-owner health record. Proficient knowledge of computer systems i.e. word, office, etc. in order to accurately schedule customer-owner appointments, etc. Demonstrated ability to set up and maintain a wide variety of medical equipment and monitoring devices. Must be able to interpret these devices including deviations from normal values. Knowledge of 1974 Privacy Act is required as use of customer-owner record is an integral part of the position and privacy of individuals must be protected to the fullest. Ability to work independently with minimal supervision. Ability to maintain quality, safety and infection control standards.
QUALIFICATIONS:
SCF programs are established for the purpose of serving a primary population comprised of Alaska Natives who are affiliated with the Cook Inlet Region Inc. (CIRI), and Alaska Natives and American Indians within SCF’s geographical service area. Employees should have a thorough understanding of the cultures and the needs of the CIRI members, and of the general culture and needs of Alaska Natives and American Indians. Such knowledge is critical in order to ensure the achievement of the mission and vision of SCF: working together with the Native community to provide the best services with Native staff who value the family and family wellness as the heart of the Native community. High School diploma or GED preferred.
Additional Qualifications for Community Health Aide I: Meets all requirements of Community Health Aide Trainee in addition to the following: Successful completion of the session I (one) of Community Health Aide training program and passing required certification testing with a grade of 80% or better. Completion of 48 hours of continuing medical education every 2 years per requirements.
Additional Qualifications for Community Health Aide II: Meets all requirements of Community Health Aide I in addition to the following: Completion of full time work in a village clinic with 20 customer-owner encounters. This will also involve direct onsite observation, Medical Traffic Evaluation (3 calls), PEF chart review (5 charts or notes) and completion of the PSLN (Post Session Learning Needs) form. Successful completion of the session II (two) of Community Health Aide training program and passing required certification testing with a grade of 80% or better. Completion of 48 hours of continuing medical education every 2 years per requirements.
Additional Qualifications for Community Health Aide III: Meets all requirements of Community Health Aide II in addition to the following: Completion of 200 hours of field experience, including 60 customer-owner encounters or alternative completed to the satisfaction of the Instructor, or designated supervisor. Successful completion of the Session III (three) of Community Health Aide training program. This will also involve direct onsite observation, Medical Traffic Evaluation (3 calls), PEF chart review (5 charts & notes) and completion of the PSLN (Post Session Learning Needs) form. Completion of 48 hours of continuing medical education every 2 years per requirements.
Additional Qualifications for Community Health Aide IV: Meets all requirements of Community Health Aide III in addition to the following: Completion of an additional 200 hours of field experience, including 60 customer-owner encounters or alternative completed to the satisfaction of the designated Supervisor. Successful completion of the Session IV (four) section of Community Health Aide training program. This will also involve direct onsite observation, Medical Traffic Evaluation (3 calls), PEF chart review (5 charts & notes) and completion of the PSLN (Post Session Learning Needs) form. Completion of 48 hours of continuing medical education every 2 years per requirements.
Additional Qualifications for Community Health Aide Practitioner: Meets all requirements of Community Health Aide IV in addition to the following: Successful passing of a preceptorship through one on one observation with CHA Preceptor for 30 hours. Completion of 48 hours of Continuing Medical Education every 2 years. The preceptorship is to be repeated every 6 years.
